Quite interesting. If someone publishes a book and quotes from another author or literary source, they are required to merely have a citation in the book giving credit to aforementioned sources and NOT pay royalties.
Why can’t this same model exist with music?

Because music is easily STOLEN and this liberal country protects thieves.
